규정의 위계How the rules fit together

아래 순서로 적용됩니다. 하위 규정은 상위 규정에 반할 수 없으며, 관계 법령의 강행규정이 모든 규정에 우선합니다(일반 규정 제1조).The instruments apply in the following order. No lower instrument may conflict with a higher one, and mandatory provisions of applicable law prevail over all of them (General Regulations, Art. 1).

1. 일반 규정(General Regulations) — IMSCC의 상설 기본원칙과 기본체계. 연례 규정만으로는 바꿀 수 없습니다.General Regulations — the standing principles and framework of the IMSCC. These cannot be altered by the Annual Regulations alone.
2. 연례 규정(Annual Regulations) — 개최일·장소·부문·주제·참가자격·접수기간·심사방법·시상 등 당해연도 사항.Annual Regulations — dates, venue, divisions, theme, eligibility, submission window, judging and awards for the current edition.
3. 부문별 세부규정과 공식 공고문 — 종목별 요강, 심사표, 제출 규격.Division rules and official announcements — event briefs, scoring tables, submission specifications.

복수 공식언어 문서 사이에 해석 차이가 있으면 우선언어 또는 공식해석 절차는 연례 규정에서 정하고, 정하지 않은 경우 조직위원회가 공식해석을 확정합니다(제7조④). IMSCC 2026의 공식언어는 한국어와 영어입니다.Where official-language versions differ, the prevailing language or the interpretation procedure is set by the Annual Regulations; failing that, the Organizing Committee issues the official interpretation (Art. 7(4)). The official languages of IMSCC 2026 are Korean and English.

Ⅰ. 일반 규정 요약Part I. General Regulations at a glance

IMSCC의 기본원칙은 공정성, 투명성, 창의성, 학문적 정직성, 안전, 참가자의 존엄과 다양성 존중입니다(제4조).The founding principles are fairness, transparency, creativity, academic integrity, safety, and respect for the dignity and diversity of participants (Art. 4).

참가 — 제3장Participation — Chapter 3

• 참가자격과 팀 구성은 연례 규정과 부문별 요강에서 정합니다(제12·13조).Eligibility and team composition are set by the Annual Regulations and the division briefs (Arts. 12, 13).
• 미성년 참가자는 법정대리인의 동의를 받아야 하며, 참가단은 대회기간 중 안전·복지를 감독하고 비상시 연락을 맡을 성인 책임자를 지정해야 합니다(제14조).Minor participants require the consent of a parent or legal guardian, and each delegation must designate an adult in charge to supervise welfare and act as the emergency contact (Art. 14).
• 참가등록은 사실에 부합해야 하며, 중대한 허위사실은 참가자격 또는 수상자격 취소 사유가 됩니다(제15조).Registration information must be accurate; a material misstatement is grounds for withdrawing entry or an award (Art. 15).
• 행동강령은 참가자와 운영자 모두에게 적용되며, 참가자와 직접 상호작용하는 운영자에게는 사전교육을 요구할 수 있습니다(제16조).The Code of Conduct binds participants and personnel alike; personnel interacting directly with participants may be required to complete prior training (Art. 16).
• 보험 — 조직위원회와 주관기관은 행사주최자 배상책임보험에 가입하는 것을 원칙으로 합니다. 다만 이는 개별 참가자의 여행자보험·해외여행보험·개인 의료보험을 대신하지 않으므로, 참가자는 필요한 보험에 스스로 가입해야 합니다(제17조①②).Insurance — the organisers carry event liability insurance as a matter of principle. It does not replace individual travel, overseas or medical insurance, which participants must arrange for themselves (Art. 17(1)–(2)).
• 비용 — 항공료, 비자, 개인 여행자보험료, 숙박비 등은 참가자 부담이 원칙입니다. IMSCC는 원칙적으로 경진 참가비를 부과하지 않는 개방형 국제교육대회를 지향합니다(제17조③⑥).Costs — airfare, visas, personal travel insurance and accommodation are ordinarily borne by participants. The IMSCC is an open international competition that does not charge an entry fee as a matter of principle (Art. 17(3), (6)).
• 합리적 편의 — 장애 또는 특별한 교육적 필요가 있는 참가자에게는 경진의 본질과 공정성을 해치지 않는 범위에서 필요한 편의를 제공합니다(제18조).Reasonable accommodation is provided to participants with disabilities or special educational needs, so far as it does not unduly alter the nature or fairness of the competition (Art. 18).

경진 운영 — 제4장Competition operations — Chapter 4

• 기본 경진분야는 놀이(Play), 창의(Creativity), 메카트로닉스(Mechatronics), 융합(Convergence) 4개입니다(제19조①).The official competition categories are Play, Creativity, Mechatronics and Convergence (Art. 19(1)).
• 공식지정교구(OLM)는 포디랜드의 포디프레임, 슈퍼포디프레임, 포디메카트로닉스, 포디블록입니다. 참가자가 스스로 준비하며 주최 측은 제공 의무를 지지 않습니다. OLM 이외의 재료·전자장치·소프트웨어는 부문별 요강이 허용한 범위에서만 사용할 수 있습니다(제20조).The Official Licensed Materials (OLM) are 4Dframe, Super 4Dframe, 4D Mechatronics and 4DBlocks by 4D Land. Participants supply their own; the organisers are under no obligation to provide them. Materials, electronics or software outside the OLM may be used only as far as the division brief allows (Art. 20).
• 프로젝트 보고서에는 주제 선정 배경, 설계·제작 과정, 사용 재료와 도구, 적용된 수학·과학·공학 원리, 결과, 평가와 성찰, 그리고 인용·외부자료·공개소스·생성형 AI를 사용한 경우 그 출처와 사용범위를 담아야 합니다(제21조②).The project report must cover the background and objectives, the design and build process, materials and tools, the mathematical, scientific and engineering principles applied, results, evaluation and reflection, and the source and extent of any citation, external material, open source or generative AI used (Art. 21(2)).
• 제출 후 수정 — 완성도 향상, 안전성 보완, 경미한 개선은 가능합니다. 다만 핵심 목적·주요 설계·작동방식·기능에 실질적 변경이 있으면 작품 변경신고서(Modification Report)를 해당 팀의 현장심사 시작 전까지 제출해야 합니다(제21조⑦).Changes after submission — refinement, safety improvements and minor adjustments are allowed. A substantive change to the purpose, principal design, operating method or function requires a Modification Report filed before that team’s on-site judging begins (Art. 21(7)).
• 연구윤리 — 표절, 위조·변조, 허위자료 제출, 타인 성과의 부당한 사용이 확인되면 심사대상 제외, 감점, 실격, 수상취소의 대상이 됩니다(제22조③).Research ethics — plagiarism, fabrication or falsification, false submissions, and improper use of another’s work lead to exclusion from judging, point deductions, disqualification, or withdrawal of an award (Art. 22(3)).
• 학술 연계 — 우수 수상작과 프로젝트 보고서는 포디프레임학회(A4D) 학술지 게재 후보로 추천될 수 있고, 게재 시 DOI가 부여될 수 있습니다(제22조④⑤).Academic pathway — outstanding entries and reports may be recommended for publication in the Association for 4Dframe journal, and a DOI may be assigned on publication (Art. 22(4)–(5)).
• 심사의 비공개 — 심사위원 개별 점수, 개별 의견, 위원 간 토론과 내부 심사자료는 공개하지 않습니다. 다만 평가기준과 항목별 배점, 총점 등은 공개할 수 있습니다(제23조④).Confidentiality of judging — individual scores, individual comments, panel deliberations and internal materials are not disclosed, though criteria, item weightings and total scores may be (Art. 23(4)).

개인정보와 참가작의 권리 — 제6장Personal data and rights in entries — Chapter 6

• 참가작의 지식재산권은 참가자에게 귀속합니다. 조직위원회가 심사·기록·교육·홍보·전시·학술 목적으로 이용하는 범위는 참가신청 시 고지된 이용허락 조건에 따릅니다(제33조).Intellectual property in entries remains with the participant. The scope of any use by the Organizing Committee for judging, records, education, publicity, exhibition or academic purposes follows the licence terms notified at registration (Art. 33).
• 사진·영상은 행사 운영·기록 목적과 외부 공개 목적을 구분해 고지하며, 필요한 경우 별도 동의를 받습니다. 미성년 참가자의 경우 관계 법령과 당해연도 미디어 정책을 따릅니다(제32조③④).Photography and video for event operations and records is notified separately from external publication, with additional consent obtained where required. For minors, applicable law and the year’s media policy apply (Art. 32(3)–(4)).
• 처리 내역 전반은 개인정보처리방침을 따릅니다.Overall processing follows the privacy policy.

불가항력 — 제35조Force majeure — Art. 35

천재지변, 감염병, 전쟁, 정부명령, 시설사용 불가 등 합리적으로 통제할 수 없는 사유가 있으면 조직위원회는 일정을 변경·연기·축소하거나 대회를 취소할 수 있습니다.In the event of natural disaster, epidemic, war, government order, loss of the venue or other circumstances beyond reasonable control, the Organizing Committee may change, postpone, scale back or cancel the competition.

Ⅱ. IMSCC 2026 연례 규정Part II. IMSCC 2026 Annual Regulations

공동주최는 한국교원대학교와 재단법인 융합과학문화재단이며, 주관은 프로그램별로 나뉩니다 — 교사상은 한국교원대학교, 경진대회는 서울초중등4D수리과학융합교육연구회, 학생포럼은 서울미래산업과학고등학교, 학술대회는 포디프레임학회와 한국교원대학교입니다(연례 규정 제2조).The competition is co-hosted by Korea National University of Education and the Foundation for the Advancement of STEAM. Programme organisers differ by programme: KNUE for the Teacher Awards, the Seoul 4D Mathematical Science Convergence Education Research Association for the Competition, Seoul Future Industry Science High School for the Student Forum, and the Association for 4Dframe with KNUE for the Conference (Annual Regulations, Art. 2).

팀 구성 — 제5조Team composition — Art. 5

• 창의 Ⅰ·Ⅲ부, 메카트로닉스 Ⅰ~Ⅲ부, 아날로그·디지털 제품메이커부, 발명메이커부는 원칙적으로 2인 1팀입니다.Creativity I and III, Mechatronics I–III, the Analog and Digital Product Maker divisions and the Invention Maker division are ordinarily teams of two.
• 창의 Ⅱ부 특수교육 참가팀은 부문별 요강에 따라 1~2인으로 할 수 있습니다.Creativity II special-education teams may have one or two members, as the division brief provides.
• 놀이 Ⅰ·Ⅱ부는 학급 또는 학급 내 그룹으로 참가합니다.Play I and II are entered by a class or a group within a class.
• 캡스톤디자인부는 2~5인이며, 지도교사·지도교수는 팀 인원에 포함하지 않습니다.Capstone Design teams have two to five members; supervising teachers and professors are not counted.

신청과 제출 — 제6조Registration and submission — Art. 6

• 2026년 9월 30일까지 온라인 참가등록과 필수 자료제출을 모두 마쳐야 합니다. 제출 완료 후 참가번호가 부여되며, 참가번호는 10월 7일에 공고됩니다.Both online registration and all required materials must be completed by 30 September 2026. An entry number is issued on completion and published on 7 October.
• 기본 제출자료는 보고서, 작품사진, 3분 이내 소개영상입니다.The standard submission is a report, photographs of the entry, and an introduction video of up to three minutes.
• 허위자료, 표절 또는 실질적인 제3자 제작이 확인되면 참가 또는 수상자격이 제한될 수 있습니다.False materials, plagiarism, or work substantially produced by a third party may restrict entry or an award.

제작 방식과 재료 — 제7조Building the entry — Art. 7

• 작품은 대회 전에 제작해 당일 지참하고, 참가자가 직접 심사위치에 설치합니다. 수상자 발표 후 회수할 수 있습니다.Entries are built in advance, brought on the day, and set up by the participants themselves. They may be collected after the results are announced.
• 창의 Ⅰ부는 예외로, 현장에서 제공되는 재료를 사용해 현장 제작하고 현장 심사에 참여합니다.Creativity I is the exception: it is built on site from materials provided, and judged on site.
• 놀이 Ⅰ·Ⅱ부는 제출된 온라인 자료만으로 심사하며, 시상은 현장 시상식에서 진행합니다.Play I and II are judged solely on the online submission; awards are presented at the on-site ceremony.
• 포디프레임 외에 허용되는 부재료(장식장치, 전자부품, AI·코딩장치 등)는 부문별 요강에 따릅니다.Supplementary materials beyond 4Dframe — decorative elements, electronic components, AI and coding devices — follow the division brief.

심사 — 제8조Judging — Art. 8

• 일반부문은 제출자료 100점 + 현장심사 100점 = 총 200점으로 평가합니다. 놀이 Ⅰ·Ⅱ부는 온라인 자료 200점을 기준으로 합니다.Standard divisions are scored out of 200: 100 for the submission and 100 for on-site judging. Play I and II are scored out of 200 on the online submission alone.
• 메카트로닉스부는 미션수행을 포함할 수 있습니다.Mechatronics divisions may include a mission task.
• 심사위원은 이해충돌이 있는 팀의 심사를 회피해야 합니다.Judges must recuse themselves from teams with which they have a conflict of interest.
• 동점 시 부문별 요강의 우선 평가항목을 적용하고, 규정이 없으면 심사위원회의 합의로 결정합니다.Ties are broken by the priority criterion in the division brief, or failing that by agreement of the judging panel.

심사결과에 대한 이의 — 제9조Appeals against results — Art. 9

심사위원의 전문적 평가 자체를 이유로 한 재심 요구는 접수하지 않습니다. 다만 다음 사항은 대회사무국에 이의를 제기할 수 있습니다.A request for re-judging based on the judges’ professional assessment itself is not accepted. The following may nonetheless be raised with the secretariat.

• 계산상 오류 · 참가팀 또는 결과의 오기Calculation errors; misrecording of a team or result
• 명백한 적용규정 오류 · 이해충돌 · 부정행위Clear misapplication of the rules; conflict of interest; misconduct
• 심사절차상 중대한 하자 · 인권·윤리규정 위반Serious procedural defects; breaches of the human-rights or ethics provisions

현장에서 인지한 절차상 문제는 가급적 해당 심사 종료 후 30분 이내에 사무국에 신고해 주세요.Procedural problems noticed on site should be reported to the secretariat within 30 minutes of that judging session ending, wherever possible.

시상 — 제13·14조Awards — Arts. 13, 14

• 원칙적으로 상장 대신 메달을 수여하며, 현장 참가 수상자에 한합니다. 참가증명서·수상증명서는 요청 시 공문으로 발급합니다.As a rule medals are awarded rather than certificates, and only to winners present on site. Certificates of participation or of an award are issued on request.
• 대상·금상은 외부 후원 기관의 상장이므로 당일 발급하지 않고 추후 택배로 발송합니다.Grand and Gold Prize certificates come from external sponsoring bodies and are posted later rather than issued on the day.
• 상금 수령자는 사무국이 요청하는 절차에 협조해야 하며, 국가·지역별 절차에 따라 지급시기가 다를 수 있습니다.Prize-money recipients must complete the procedures requested by the secretariat; timing varies by country and region.

Ⅲ. 행동강령 및 아동·청소년 보호Part III. Code of Conduct and child safeguarding

참가자, 지도교사, 참가단 책임자, 조직위원, 심사위원, 시상자, 사회자, 직원, 자원봉사자, 촬영자와 미디어 관계자 모두에게 적용됩니다(제2조). 미성년 참가자와 직접 상호작용하는 운영자는 사전교육을 이수해야 합니다.This applies to participants, supervising teachers, delegation leaders, committee members, judges, presenters, hosts, staff, volunteers, photographers and media (Art. 2). Personnel interacting directly with minors must complete prior training.

금지행위 — 제4조Prohibited conduct — Art. 4

• 괴롭힘, 모욕, 위협, 폭력 또는 강압적 언행Harassment, insults, threats, violence or coercive behaviour
• 성별, 국적, 인종, 장애, 종교, 문화적 배경 등을 이유로 한 차별Discrimination on grounds of sex, nationality, race, disability, religion or cultural background
• 성희롱, 성적 농담·표현·행위 또는 부적절한 성적 언동Sexual harassment, sexual jokes, expressions or conduct
• 상대방이 원하지 않거나 불필요한 신체접촉, 아동·청소년을 불필요하게 안거나 붙잡거나 미는 행위Unwanted or unnecessary physical contact, including needlessly holding, gripping or pushing a child or young person
• 참가자와 부적절한 사적 관계를 형성하거나 개인 연락처·사진 등 불필요한 개인정보를 요구하는 행위Forming inappropriate private relationships with participants, or requesting unnecessary personal details such as contact information or photographs
• 신고·진술·조사협조를 이유로 한 불이익 또는 보복Detriment or retaliation for reporting, giving a statement, or assisting an investigation
• 심사정보·개인정보·사건정보를 권한 없이 공개하는 행위Unauthorised disclosure of judging, personal or case information

아동·청소년과의 상호작용 — 제5·6조Interaction with children and young people — Arts. 5, 6

• 위치 안내가 필요하면 말과 제스처를 우선합니다. 시상과 단체촬영에서 참가자의 신체를 잡거나 밀어 위치를 바꾸지 않습니다.Where someone needs to be repositioned, words and gestures come first. Participants are not held or pushed into place during award presentations or group photographs.
• 안전·응급·공식 절차상 접촉이 필요한 경우에도 최소한의 범위에서, 미성년자와는 공개된 장소에서 이루어져야 합니다.Where contact is necessary for safety, an emergency, or an official procedure, it must be the minimum required and, with minors, must take place in an open setting.
• 폐쇄된 공간에서 미성년 참가자와 일대일로 장시간 머무르지 않습니다. 상담·면담은 공개된 장소 또는 다른 성인이 확인 가능한 환경에서 실시합니다.Personnel do not remain alone with a minor in a closed space for any length of time. Discussions take place in an open setting or where another adult can observe.
• 개인 차량에 미성년 참가자를 단독으로 태우거나, 조직위원회의 승인 없이 숙박장소 등 사적 공간에 동행할 수 없습니다.A minor may not be transported alone in a private vehicle, nor accompanied to private spaces such as accommodation, without the Organizing Committee’s approval.

사진 및 영상촬영 — 제7조Photography and filming — Art. 7

• 촬영은 IMSCC가 허용한 범위와 목적 안에서만 합니다.Filming is confined to the scope and purpose the IMSCC has authorised.
• 미성년 참가자의 개인적·사적 이미지를 별도로 촬영하거나 개인계정에 게시할 수 없습니다.Personal or private images of minors may not be taken separately or posted to personal accounts.
• 촬영을 원하지 않는 참가자에게 촬영을 강요할 수 없습니다.No participant may be pressed to be photographed against their wishes.

신고 의무 — 제8조Duty to report — Art. 8

참가자의 안전에 중대한 위험이 있다고 판단되면 운영자는 아동보호복지담당관 또는 담당부서에 신속히 보고해야 합니다. 신고한 사람이 직접 조사하거나 당사자에게 해명을 요구해서는 안 됩니다.Personnel who judge there to be a serious risk to a participant must report promptly to the Safeguarding & Wellbeing Officer or unit. A person who reports must not investigate the matter themselves or press those involved for an explanation.

Ⅳ. 사건 대응 프로토콜Part IV. Incident Response Protocol

괴롭힘, 차별, 성희롱, 원하지 않는 신체접촉, 폭력·위협, 미성년자 보호 우려, 개인정보·촬영 관련 침해, 보복행위 등 안전·인권·윤리 문제에 적용됩니다(제2조). 원칙은 다음 순서입니다.The protocol covers harassment, discrimination, sexual harassment, unwanted physical contact, violence and threats, child-protection concerns, data-privacy and filming breaches, and retaliation (Art. 2). It proceeds in this order.

보호 우선 → 증거 보존 → 보고 → 검토 → 결정 → 후속조치Protection first → Preserve evidence → Report → Review → Decide → Follow-up

사실확정 이전이라도 참가자의 안전을 위한 보호조치가 먼저 이루어질 수 있으며, 이러한 잠정조치는 당사자의 책임을 확정하는 판단이 아닙니다(제3조, 일반 규정 제27조).Protective measures may be taken before the facts are established, and such interim measures do not constitute a finding of responsibility (Art. 3; General Regulations, Art. 27).

10단계 절차 — 제4조The ten steps — Art. 4

비밀유지와 보복금지Confidentiality and non-retaliation

사건정보는 보호와 조사에 필요한 최소한의 인원에게만 공유합니다(프로토콜 제5조). 신고·진술·조사협조를 이유로 불이익이나 보복을 가하는 것은 금지되며, 그 자체가 별도의 윤리 위반입니다(일반 규정 제29조). 다만 법령상 신고의무나 적법한 관계기관의 요청이 있으면 필요한 범위에서 정보를 제공할 수 있습니다.Case information is shared only with the minimum number of people needed for protection and investigation (Protocol, Art. 5). Detriment or retaliation for reporting, giving evidence or assisting is prohibited and is itself a separate breach (General Regulations, Art. 29). Information may be disclosed to the extent required by a statutory duty or a lawful request from the authorities.

Ⅴ. 부속 서식Part V. Forms

개인정보 및 사진·영상 이용 동의서Privacy & Media Consent Form

대회 운영을 위한 개인정보 처리와 행사 촬영은 안내 확인 항목이고, 홍보 목적 이용과 학술·교육 목적 이용은 각각 동의 여부를 선택합니다. 미성년 참가자는 법정대리인의 성명·관계·연락처와 서명이 필요합니다. 선택적 동의는 관계 법령과 실제 처리 가능 범위에서 철회할 수 있습니다.Processing for competition operations and event filming are acknowledgement items, while publicity use and academic or educational use are each opt-in. Minors require the name, relationship, contact details and signature of a legal guardian. Optional consents may be withdrawn so far as the law and practical processing allow.

심사위원 이해충돌 신고·회피 확인서Judge Conflict-of-Interest Disclosure & Recusal Form

심사위원이 배정된 참가자·팀과 친족관계, 지도·교육 관계, 동일 기관 소속, 참가작 제작·지도 관여, 금전적 이해관계 등이 있는지 확인하고 회피 여부를 기재하는 서식입니다. 심사위원의 비위를 판단하는 문서가 아니라 심사의 독립성과 신뢰성을 보호하기 위한 예방적 절차입니다.Judges use this form to declare any family tie, teaching relationship, shared institution, involvement in preparing an entry, or financial interest in relation to teams assigned to them, and to record any recusal. It is not a finding of misconduct but a preventive step protecting the independence and credibility of judging.

행동강령 확인서Code of Conduct acknowledgement

시상자·심사위원·사회자·스태프는 사전에 행동강령 교육을 받고 확인서를 제출합니다(연례 규정 제10조③). 서식은 행동강령 문서 마지막 쪽에 있습니다.Presenters, judges, hosts and staff complete Code of Conduct training in advance and submit an acknowledgement (Annual Regulations, Art. 10(3)). The form is on the last page of the Code of Conduct document.
